HOUSE BILL 1346
AN ACT relative to participation in certain health education programs.
SPONSORS:  Rep. Palermo, Rock 21; Rep. Arndt, Rock 27
ANALYSIS: This bill requires requires the local school board to provide a written outline of
any health or sex education program to be offered by any guest speaker, guest lecturer,
or any other group or organization outside of the school district, and requires written
consent of a parent or legal guardian prior to the participation of a pupil in such program.

AN ACT relative to participation in certain health education programs.
Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Participation in Certain Health Education Programs; Parental Consent Required.

Amend RSA 189 by inserting after section 11-b the following new section:

189:11-c Participation in Certain Health or Sex Education Programs.

The local school board, prior to authorizing the introduction into a school of
any health or sex education program offered by any guest speaker, guest
lecturer, or any other group or organization outside of the school district,
shall provide a written outline of the content of such program to the parent
or legal guardian of each pupil in the school district and obtain the written
consent of each parent or legal guardian prior to the participation of the
pupil in the program.

2 Effective Date. This act shall take effect 60 days after its passage.
